Sustainable growth trends regarding import of machinery and equipment from abroad, observed during the post-reform period, led to the fact that at present the processes concerning the modernization of the national industrial complex were carried out predominantly on the import technological base. Such situation creates a threat for Russia to fall into a position of technological dependence from the countries supplying machinery and equipment that are necessary for the national industrial complex. Technological re-equipment of industrial enterprises is impossible to implement without modern engineering industry. Competitiveness of the whole economy in Russia depends in particular on the ability of this branch to generate and assimilate innovations. In this regard understanding the obstacles on the path of developing innovation processes in the national engineering industry becomes a topical issue. Knowing their specificity, it is possible to produce a package of measures for activating the process of creation and implementation of innovations into the national engineering industry and to create favorable conditions for the sustainable development of the national industrial complex. The article presents the factors influencing the development of the process concerning creation and implementation of innovations. The author constructs multivariate regression models allowing to estimate the impact degree of different factors on the key indicators of developing innovation processes in the engineering industry, as well as to prepare proposals and recommendations for their activation.
