The adoption of measures to increase the investment attractiveness of municipalities and create the most comfortable conditions for investors can become an effective tool to improve the welfare of the population and contribute to financial sustainability, stability, effective economic development of a municipality and a region as a whole. On the basis of the problem analysis of the existing system to assess investment attractiveness the article presents the author’s method to evaluate investment attractiveness of municipalities, its testing on the example of the Vologda Oblast municipalities, identifies the most promising and lagging areas and develops proposals to increase the level of investment attractiveness of the Vologda Oblast municipalities. It suggests that the comparison of data on investment attractiveness of municipalities with the level of their investment activity makes it possible to assess the effectiveness of investment in the Vologda Oblast, in general
