Tourism is an economic sector which has a significant impact on territories’ socio-economic development. This type of economic activity is characterized by the multiplier effect generating income in related economic sectors. According to the United Nations World Tourism Organization (UNWTO), tourism accounts for 7% of world exports, each tenth workplace and 10% of world GDP. At the same time, in order achieve effective management decision-making on the development of the sector it is necessary to quantify its economic importance. The purpose for the research is to assess the impact of tourism on the economy based on the input-output model. Achieving this goal requires the development of methodological tools presented in the article. The research is based on general scientific methods of comparison, generalization, analysis, synthesis and the input-output model. The information framework relies on works of domestic and foreign economists in the area of methodological and practical issues of tourism development management, as well as statistics from state statistics authorities. The article analyzes the state of tourism in Russia and some indicators characterizing the activities of collective accommodation facilities on the example of the Northwestern Federal district. The study presents data representing Russia’s tourism sector compared to other countries. It has been revealed that the existing tourism potential is currently able to attract both domestic and foreign tourists. The author calculates direct and indirect contribution of tourism to Russia’s economy. Based on the proposed tools the author determines the tourist output of goods and services in economy of the Vologda Oblast. In addition, through the use the input-output model the author forecasted of the effect of tourism on specific economic parameters of the Vologda Oblast. The research results can be used by regional authorities for identifying the importance of tourism for the region’s economy, elaborating areas and programs for the development of the tourist complex and simulating the consequences of management actions in tourism
