The development of final consumption in the country largely determines the capabilities of the Russian industry. According to the Ministry of Economic Development of Russia, the source of economic recovery in 2017 was the final consumption of households and gross capital formation. Numerous theoretical and expert-analytical studies of public-private partnership justify the transition to informal globalization (“globalization from below”), which is associated with the citizens’ activity. The hypothesis is the following: the transition to informal globalization justifies the importance of public-private partnership in the formation of final consumption. The purpose of the article is to determine whether the target parameters of the vertical and horizontal industrial policy justify the importance of public-private partnership in the formation of final consumption in the Russian Far East. The article demonstrates that the transition to informal globalization justifiably highlights the limitations: first, the analog-digital divide of the digital economy (analog and discrete), and second, the complexity of describing the analog type system in order to overcome the digital divide of economic cooperation of informal globalization. Asymmetric competition – a replacement of a competitive strategy with a cooperation strategy – forms a public-private partnership, creating a single regulation of the situation center for strategic planning, management and implementation of state programs and projects with a new meta-goal –social development in general and economic – in particular. Limitations are determined by the discreteness in solving the problems of transformation of analog processes into digital ones. The solution to the problem, as presented in the article, justifies the study of the theory of formal software modeling, economic methodology of system modeling with subsequent specific directions. The directions of public-private partnership amid informal globalization of the industrial policy in the form of final consumption in the Russian Far East are substantiated in the methodology of system formal modeling, which provides scientific novelty and practical value of the article. The result formalizes further research in the methodology of system formal modeling “Human in digital economy” in accordance with the meta-goal of social and economic development. The article is intended for researchers, postgraduates, students, and experts in the public-private type of the regional socio-economic policy
