Achievements in the field of science and innovation are one of the factors influencing the increase in the competitiveness of the economy of all countries. An important condition for the development of scientific, technical and innovative activities is the state support of science and innovation through regulatory regulation. In this regard, the question concerning the analysis of the legislation of the entities of the Russian Federation in the field under consideration for identifying problems that hinder scientific and technical development is relevant. The purpose of the study is to analyze the regional legislation regulating scientific, technical and innovative activities. Using statistical data, we have analyzed changes in the main indicators characterizing scientific and technical development in the Siberian and Far Eastern Federal districts. Based on the previously developed algorithm for comparing federal and regional regulatory legal acts, the article identifies a number of contradictions and discrepancies in certain provisions of the legislation. The paper analyzes the measures of state support for scientific, scientific-technical and innovative activities, enshrined in regional normative legal acts, and carries out their systematization. In the final part of the article, we have named the main problems, identified during the analysis of the legislation of the entities of the Siberian and Far Eastern Federal Districts regulating scientific, technical and innovative development. The scientific novelty of the study lies in the fact that on the basis of the previously developed algorithmic approach to identify discrepancies in regulatory legal acts in the legislation of the entities of the Siberian and Far Eastern Federal Districts regulating scientific, technical and innovative activities, there have been identified provisions that contradict federal regulatory legal acts, as well as analyzed and systematized measures of state support for the development of science and innovation enshrined in the regulatory documents of the subjects of the federal districts under consideration. The materials of the study can be used by researchers, postgraduates and students dealing with problems of scientific and technological development. These contradictions can be taken into account by state authorities in order to make adjustments to the regulatory legal acts of the regional and federal levels
