The current socio-economic situation is characterized by the transition from material economy to intellectual. Knowledge, abilities and skills take an important place among the key factors of intellectualization of the economy, that is, people (human resources), human creativity, and therefore, high professional qualification of personnel. The development of the outlined factors,in our opinion, should be started from the school age of a child and continued in the system of multilevel training of students, professional activity of young specialists. The formation of regional innovation structures is one of the aspects of this process. They integrate science and education on the basis of the rapid implementation of the fundamental research results into the practice of enterprises, preparing specialists of high qualification. The research and educational centers, created as independent structures or structures at the premises of research institutions or universities can and should serve as a form of integration. It is important to note that the activities of research and educational centers cannot be limited to the operational stage; they should be focused on the development, supported by the strategy. The article describes the experience of strategic development in terms of interaction with pupils, students and postgraduates of the ISEDT RAS Research and Educational Center. We propose a list of changes in the priority directions of Research and Educational Center as well as strategic guidance in achieving results working with pupils, students and postgraduates that have practical significance for educational organizations
