Different regions of Russia have significant differences in the level of labor resources sufficiency in the system of social production. Thus, many industries in the regions of the Far North and the Far East of Russia, like in the period of socialism, still continue to experience labor shortage under the market economy as well. In this regard, it is highly important to carry out socio-economic assessment of the effectiveness of labor-saving direction of production intensification taking into account territorial differences in labor resources sufficiency. One of the most important indicators is the ratio of labor productivity growth to the increase in the real volume of capital equipment per unit of labor. But it would be wrong to justify the growth of its capital-labor ratio and capital-output ratio with any value of saving of own labor. Here arises an important economic problem of the optimal ratio between capital-labor ratio and growth of its productivity at the expense of technical equipment of production. Due to the fact that the resources are limited, ceteris paribus, it is essentially important to solve the problem of prioritizing the most effective new equipment depending on the extent of territorial labor resources sufficiency. Such technology policy will be promoted through the development of the set of regulatory indices for determining the economic efficiency of fixed assets commissioning in the industry, at least as part of the information base for the implementation of principles of regulated market relations, which would take into account the level of labor resources sufficiency in different regions of the country. This is especially true for the extreme regions of the Far North and the Far East
