The healthcare reform is aimed at ensuring the quality and accessibility of healthcare, which should increase life expectancy of the population, which is the key to sustainable socio-economic development of the society. In this regard, the article is devoted to identifying directions, methods and forms of innovative development and modernization of the region’s healthcare system based on organization and priority use of primary medical assistance. The purpose for the research is to study the state and development dynamics of medical care, including its specialized types, for the population of the Belgorod Oblast for the past years, as well as to forecast its development in the foreseeable future. During the research of socio-economic issues of medical care the authors used methods of systematic and statistical analysis and methods of forecasting and programming of reproductive system development. At the present stage of society development, reorganization and modernization of the region’s healthcare system as a basis for addressing the issues of health preservation depend on active interdepartmental cooperation, as well as on healthcare system effectiveness, solution of issues of its funding, personnel administration and the level of personnel professionalism, modern equipment, efficient diagnosis and treatment methods and techniques. In this regard, the authors have identified priority areas for the development of primary healthcare as a form of transition to a three-level healthcare system. It is concluded that as a result of implementing regional healthcare modernization, medical care has developed at all levels, including the level of primary and specialized healthcare. However, the process of healthcare modernization in the Belgorod Oblast was not carried out systematically enough, which requires further improvement of the healthcare management system in the region, in particular, refusing the priority of providing the population with hospital care
