Effective forest management is of great socio-economic and environmental importance, both locally and globally. Taking poor decisions that do not have a significant argument in the management of the regional forest complex can lead to adverse consequences for the environment, deterioration of the social situation and loss of potential economic benefits from the use of forest resources. According to the modern ideas about taking effective management decisions, it is mandatory to conduct preliminary modeling of the development of a managed system in complex subject areas. The forest complex is one of these subject areas. It contains many interrelated elements. When taking decisions, they are usually considered within separate subsystems. The main goal of the presented work is to create the tools for taking quality decisions in the field of state management of the forest lease system in the Russian Federation based on agent-oriented modeling. The authors of the research used the methods of system approach, analysis and synthesis, generalization and comparison, classification and systematization. The article presents a conceptual structure of the agent-oriented model of forest plots lease developed by the authors, reflecting the elements of environmental, production and economic systems and the system of public administration. The article describes the implementation of the model in the AnyLogic simulation environment and its approbation on the basis of the data on forest plots lease for logging purposes in the forestry of the city of Sokol of the Vologda Oblast. It is planned to further develop and calibrate the model in order to ensure its ability be used at the level of the regional control loop
