During the pre-crisis situation on the world stage the negative impact on regional economic systems is increasing. Under these conditions, the search of tools for recovering the normal functioning of the economy becomes one of the priority goals in the entities of the Russian Federation. The decline in demand for primary commodities and the drop in prices for the country’s main export products indicate the need for structural changes. The author supports the necessity of implementing structural reforms at the regional level and makes a proposal to identify potential sources of the non-resource export as a preliminary stage of their implementation. Through the example of the Northwestern Federal District and its entities, the author identifies the types of production of engineering products, the non-resource export of which needs support measures. As the information basis of the study the researcher uses the Rosstat’s data concerning the regional manufacturing: the volumes of products produced and shipped for export over 2018. The author has presented the proposal on the necessity of introducing legislative restrictions on the export of raw materials and products with a low degree of processing. In order to increase the efficiency in functioning of enterprises, it is proposed to create cooperative links between them that would allow to reduce transport and logistical costs and contribute to the growth in profit of enterprises and regional budgets. The scientific contribution of the work consists in identifying potential opportunities for developing the regional engineering export, which will give a boost to the start of structural reforms in the regional socio-economic systems. The conclusions of the article will be useful for executive authorities in adjusting the measures regarding the management of regions’ economy and for the researchers dealing with the issues of regional systems’ development
