The development of digital technologies is one of the key factors of the stability of territorial systems. However, given the high digitalization speed, not all regions in modern Russia have equal opportunities for the development and implementation of ICT and the expansion of the digital environment as a whole. The author set a research task to identify regional imbalances and problems in the digital space of the regions of the Russian Federation. Studying the features of the digital divide of subjects has allowed outlining the main ways to overcome digital inequality. Based on official statistics data from 2010 to 2018, the work carries out the analysis of digitalization state of the Russian regions at the first and second stages of the gap according to the theory of three-level digital inequality. The paper shows that the digital divide is explained by the high level of socio-economic stratification of territories, which generates an uneven availability level of computer technologies and telecommunications, as well as the high cost of digital services in regions remote from the center. As part of the study of the second-order digital inequality, we have concluded that the digital literacy of Russian population is lagging behind the global average. The work establishes the relationship between the average per capita income in the region and the frequency and motives for using the global network. In order to overcome the digital divide of the entities of the Russian Federation, we have proposed a number of measures aimed at implementing a systematic approach to the development of the ICT sphere with the joint efforts of government authorities, business and society. Further developments may be related to the study of motivational aspects and adaptive practices of population in the conditions of digital inequality
