The public procurement system plays an important role in the development of the economy at the regional level and the country as a whole. Procurement meets the needs of the public sector, participates in the formation of gross regional product and consumer demand, supports competition, promotes innovation, and forms a digital environment. Public procurement acts as a lever for regulating the economic and social sphere. This is emphasized by the increase in the volume of contracts, savings, the number of participants and the share of small businesses. Due to such a significant role of procurement, there is an increased interest in the development and improvement of the public procurement system. The federal level reserves significant functions for its development. The regional level is also able to influence and contribute to the development of the public procurement system, but to a much lesser extent. The relevance of the study is determined by the fact that the effectiveness of public procurement affects the socio-economic system of the region and the country. The objectives of our work are to identify trends and problems in the development of the public procurement system. The methodological basis of the study consists of comparative and system analysis, economic and statistical methods. The article discusses the trends and main problems of the public procurement system development in the Vologda Oblast, as well as experience in the development of the public procurement system in the Moscow, Yaroslavl, Kaluga, and Murmansk oblasts. We proposed options for solving the problems in the public procurement system of the Vologda Oblast. We have identified the proportion of procurement in the GRP of the Vologda Oblast in the context of federal laws. When writing the article, we used the scientific works of Russian and foreign authors, the data of the Unified Information System in the field of procurement and statistical data of the territorial body of the Federal State Statistics Service in the Vologda Oblast. The results obtained can be applied in the state reform in the field of public procurement and local regulations of the Vologda Oblast, in the scientific community and the activities of researchers dealing with issues of the public and municipal procurement sector
