The article presents the research results concerning the essence and content of the most important concept for the market economy – the “business environment”, on the development indicators of which the entrepreneurial activity, enterprises’ competitiveness and conditions of their functioning depend on. Currently, foreign policy challenges have a destructive impact on the development of the national economy, which has a detrimental effect on the functioning of the business environment in the country, the development of which requires special attention, first of all, from the state. The purpose of the research is to analyze the formation and development trends of the business environment in the Russian Federation. In the course of the work, we use methods of analysis, synthesis, induction and deduction, as well as statistical-economic and abstract-logical methods. The article reveals a significant problem of the business environment development in the national economy, which consists in considering the main approaches (including ecosystem) to the definition, content and essence of the concept under consideration, description of the business environment structure and its impact on the competitiveness of the entities operating in it at the level of the country and region. Based on the analysis of international (global competitiveness rating, integrated public administration efficiency index, ease of doing business rating) and interregional (regional competitiveness index, national investment climate rating in the entities of the Russian Federation) indices, we reveal the development rate of business environment in Russia, and give the characteristics of the phenomenon at the international, national and regional levels. The scientific novelty of the research consists in generalizing the existing theoretical and methodological approaches to the content of the concept of “business environment” and highlighting the features of its formation and functioning. The analysis makes it possible to identify the features of the formation and functioning of the business environment of Russian organizations and enterprises, as well as to propose measures for its development. The provisions, generalizations and conclusions contained in the work make it possible to analyze the potential of modern entrepreneurship based on studying the factors of the business environment and its components
